My tortoise is around 8 years old and there where no white spots when I got him. i do soak him around once a weekHow old is your tortoise? Where to spots already there when you got him? Have you tried soaking and gently rubbing with a clean, soft toothbrush?

What are your temperatures like? Ie basking spot(directly under the bulb) overall day and night temps?
What kind of lighting&heating are you using specifically? Packaging pics are good if you have any!
Do you use indoor uv? If so what kind are you using?
How’s your humidity reading? What do you use for substrate?
Do you do weekly soaks?
How’s his diet?
Any answers to those would be great along with a photo of your full set up

Most Russians are wild caught and have some chips on their carapace. Photos of your tortoise will confirm if this is the case or not.My Russian tortoise that I recently adopted from tortoise run farm has two or three white spots on a couple scutes of his shell. Is it shell rot?
