who should be on bottom?

So I have a table for donut's enclosure to set on. but I'm thinking of moving him to my computer room where my red ear slider is housed. I'm having to get a bigger enclosure for the red ear and he will not be able to fit the book shelf he is currently sitting on so my question is should I put donut's set up under the table or Fred my red ear slider.
