Why won’t my tortoise dig?

I recently got a new Russian and this one won’t dig, she sleeps in the corner of her enclosure but won’t dig down, I had another tortoise before this one and she dug all the time. Could there be something wrong with the enclosure, there’s plenty of a coconut fiber and potting soil substrate with a warm side and a cool side
