Worried About Jasper's Plastron?

I know it's kind of a lot to read, but please read it all!

I was holding Jasper to put him back in his enclosure, and I felt something on the bottom of his shell. I looked, and there was a dirty piece of tape that looked like it had been there for a short while. I have no idea how it got there. I carefully took it off, and the shell looked rough where the tape had been, and there was a small bubble/bump thing not far from the taped-spot. There were also some stringy parts that I hope were just from the tape. I don't have a picture right now because it's too dark (I'll take one tomorrow). Should I be worried?

ALSO: For a while now, Jasper has been less active. He doesn't go up the ramp to his favorite sleeping spot, and when I take him out for a walk, inside or outside, it takes him a long time to open his eyes and wake up (if he's not already awake, I don't know). Is that normal?

But, when I take him outside, after it takes him the kind-of-long-while to wake up, he's very active, and will eat any food offered to him, including the regular stuff in his enclosure. Hmm.

The "tape" might just be his shell flaking, it does look a lot like tape.

What kind of tort, diet, enclosure set up, temps, humidity, age, give all info you can think of along with the pics.
Russian Tortoise. The enclosure is large-6 FT by 4 FT, with a small second story. I'll take a picture of everything tomorrow. The basking area is 100 F and the rest of the enclosure is usually 70-75 F. Not sure what the humidity is, but the substrate is 50/50 soil and coconut fiber. Not sure about Jasper's age. If you need anything please let me know! I want to make sure Jasper is healthy and happy.
