Inuabe seen people with clear zip up hoods ? PE covers?
Over tortoise tables or boxes, essentially creating a closed chamber.

Anyone know where to get one?

That's a very good question. I don't exactly have an answer for you, but a few thoughts come to mind...

Perhaps you can find a poncho (for rain) with a zipper, that you might be able to adapt to the purpose.

There may be some covers for grills and outside furniture that could be used.

Have you checked with any outdoors / hunting / fishing / camping kind of store? They may have some thoughts.

Gardening centers or nurseries may have some cold weather plant protection options that might work.

Otherwise, they make big enough, heavy-duty zippers, that you may be able to design your own using a sturdy drop cloth, tarp, or plastic sheeting. Zippers for this kind of thing aren't that difficult to put in, and there may be some no-sew options for doing that.

If you go the design-it-yourself route, let me know. I may have some suggestions on where to get low-cost or no-cost sewing assistance.
