Yes,he himself keep many tortoise. avery experience tortoise vet I hear.Based on things you've posted, he seems to be putting on weight, maybe not as fast as you'd like, but it's still a gain. As for the vet visit, is the Vetinerian specifically trained as a tortoise vet? Not a reptile vet or an exotic vet, but a tortoise vet? These guys are fully a different animal and many vets think a llama is exotic and a tortoise is exotic, perfect match! NOT!
My favorite vet was the one that ran a fecal. Finally looking up from the microscope, she announced that she found many eggs in the fecal, but she didn't know if they were positive or negative parasites. I fired her, but at least she bucked it enough to admit she was out schooled.
This growth rate and soft shell make me scared.
Even the vet said he is okay,but I'm still scared of it. lol
