Hello! Just a disclaimer I'm not an expert but I know tips and tricks. Feeding your tortoise fruits isn't a very healthy and should be fed to your tortoise as treats every three weeks or not at all. They should be fed a diet high in calcium as well as fiber and low in fruits and protein. Carrots are great for your tortoise as tortoise hatching's commonly have vitamin A deficiencies. Fruits aren't very good for them because of how acidic they are they end up killing helpful bacteria for the tortoise which can lead to health problems later. Maybe making the tank bigger could make the tortoise happier. I hope I helped :):<3:

You may want to do some extra research into redfoots. Fruit is an important part of their diet. Some keepers feed upwards of 40% fruit when it is in season. Today my reds had kiwi, papaya, mango and bell peppers with their greens.

Too damp on the substrate. That is indeed the beginnings of rot. Drier substrate and if it continues, some athletes foot cream will clear it up. Cute tort. Tread lightly, this may lead to an addiction!
