Is this an fungal infection?

My indian star tortoise have some red coloured patches on his neck and also few on his face.
I dont know what it is or how it happened.
I even dont have any veterinary doctor in my city.
So pleasee helpp.

None of these look like fungal infections to me. The ones on the neck look like sores from the skin rubbing on the upper shell when the tortoise moves his head around. The one on the right side of the face could just be a normal colored scale from what I can tell, and the ones on the left side look as though they could be food stains or remnants.

This tortoise's skin looks quite dry to me. I would recommend that you soak it in lukewarm water daily for 20-30 minutes to keep it well hydrated.

Agree with @zovick Those look like abrasions from a tortoise kept in a smaller container with a relatively smooth substrate. They will sometimes try to climb the sides and as they slide back down, the head and neck gets squeezed between the wall and the top of the shell. I see this with pet shop tortoises displayed in small tanks quite frequently.

Soaking, humidity and nice places to hide and feel secure are the best fixes from what I see. Perhaps a picture of your enclosure would help us suggest more ideas for you.

Dry skin can cause the sides of the mouth to crack when they eat/yawn/open their mouths for whatever reason. I can’t zoom in on the photos on mobile for some reason but if it looks like dried blood, that might be it.
