Can I grow cactus in my garden that has been fertilized a few months ago (about 3 months).... Should I wait more? We water a lot (in the desert watering plants is a must!)...

Yes....however I would wait at least one full year of seasons to allow anything to grow out...
Not really sure... I thought six months was fine! I hope it goes away soon

Fertilizer per se is not nearly the issue that herbicides/pesticides are. All plants, even cacti, need some form of fertilizer to grow well at least on occasion. I prefer to go with organic fertilizers myself.
Herbicides and pesticides are a different matter and are frequently mixed in with non-organic fertilizers. That's where you have to be careful.
