They sell coco based products in many forms: Mulch, chips, fiber, coir, etc... You want the coir, or the "coco peat". You don't want chips or fibers. If you use coir, make a thick layer and hand pack it down. Dump water into the substrate periodically to keep it damp. How much water and how often varies tremendously, and depends on many factors. You have to go by feel.

On the same site, coco coir is sold as soil:

I have tried it, and it seemed nice at first when it was moist, but I noticed my hermann's tortoise had a harder time getting traction on it than other mulch. I guess I didn't have enough to hard-pack it like the other poster mentioned. Eventually it was dry and dusty, and my tortoise always had a film of coconut coir on his shell. I decided it wasn't for us. I prefer cypress mulch.

I have found coconut coir (fine ground in a soil, no long fibers) to be an excellent substrate for my red-footed tortoises. I use a product called "Coco Cradle" from Josh's Frogs. Kept somewhat moist (not dripping wet!), it is dust free and very resistant to molds or fungus. Though I feed the tortoises on a flat rock to avoid ingestion of substrate, the tortoises do occasionally swallow it, and have never had an impaction, in fact the coco soil passes very easily. This substrate makes maintaining correct humidity quite easy. Coco coir probably an excellent substrate for tortoises liking higher humidity and moisture like red-foots and elongateds; I cannot speak to its use for grassland tortoises needing less humidity.
