basking area temp for baby hermann's??

I was just wondering if you guys could tell me what the best temperature is for the basking area for my baby hermann's. I have had it at the max of 95 F as of lately. The heat lamp is in the one corner of which there is play sand underneath. (also a couple little rocks, baby pinecones, and a little half circle cardboard hideout which he LOVES!).

Also one thing that is throwing me off is that it doesn't feel like 95 F when i leave my hand under the heat lamp. Maybe crappy thermometers?
