Basking???

Hi all!! Is this considered basking? The slate is currently 103. The temp of his shell is 94 ( per the temp gun) I mean he’s still in the heat but he never gets right under the basking lamp.

I would assume that’s just what he’s feeling. If he wants more heat he can get it
