The very best and most comfortable and safe place for your small leopard tortoise is in its own habitat, safely tucked away in a hiding place in the corner of the habitat. If the habitat has lights and heat, that's what the tortoise needs to be warm. A soft, fluffy cat bed does nothing to add heat to a cold blooded animal that doesn't make its own heat.

How can you tell the difference between a tortoise "loving" a hiding place and a tortoise hiding because it's scared of being out in a big sitting room all by itself?

Unfortunately fluffy, as well as the floor, are dangerous for your tortoise. They Will eat everything. This is an impactation risk.

Agree with the above. Please put your tortoise in a proper enclosure and get a cat for the cat bed.

The right place for a pet tort, is an enclosure and only an enclosure.

The floor is never clean, let alone that (as @Jodie pointed out), a tort could eat something harmful, GOD forbid.
