I'm not in the US but you can pick then up in any store or garden centre that sells plant saucers e.g Walmart or Lowes ? You can use the same sort for both but make the water dish wide enough for your tort to access and self soak in. Food maybe better served on a slate or something flat so your tort's not climbing into and maybe peeing in his food bowl. A slate will also help keep his beak trimmed.

It depends on the size of your tort but for little torts don't go for anything too deep and look for sides sloping out so that the tipping risk is reduced as they get out.

Home Depot, Lowe's, or any store with a garden center will be where you can find a lot of stuff for your tortoise substrate, bowls, thermometers, etc.
