My Russian tortoises have been in a 4 by 10 ft cage for 12 days and haven’t breed still is this normal here are some pics if that helps

There are no guarantees with any tortoises, but russians especially are known to be hit or miss in this regard. Some people do everything "right" and never get eggs or babies. Other people do everything "wrong" and have immediate success. I don't know what it is about russians, but they can be difficult sometimes. It might take years for them to settle in and give you babies.
