One of my redfoot tortoises will occasionally have some bubbles under her left eye. I have never noticed them anywhere else, nor do I notice her breathing with her mouth or anything like that.

I have only seen this 2x and both times it was under left eye only, and not a ton but there were def some bubbles. I have 3 living together and she is the only one that this happens to. Should I be worried? is she dehydrated? I bathe them every other day and they have 75-100% humidity throughout the enclosure, plus she gets a varied diet and eats a ton.

I can't say I've ever experienced this, but if everything seems right, maybe just keep an eye on her eye. Make sure she's hydrated and that there is nothing in her eye. I wouldn't be worried just yet! :)
