well I sat there staring into the tank at the bulbs and Ill say this.... the 26W 6500k bulb and the reptiglo 10.0 hurt my eyes after a few secons you get spots.... So Ill pull them for sure just incase.... Shame tho as they are the 2 bulbs I figure would do anything... And I know plants thrive under both....
the warmer/softer spirals seem fine to stare at.... but dont put nearly the same light out so they are probably useless....

I wonder if you could use your camera to read the value of the light output? I know my cannon can test the lighting paramiters to adjust the flash or exposure but i wonder it iw would let you know what its reading???

I have also read about the problems with the spiral bulbs and replaced it with a megarays UV mercury bulb. It has worked very well for my beardies but it is starting to get a little difficult to find now. I am using their replacement bulb called a raptor/megaray 100w mercury vapour bulb and it seems to be working alright but the tortoise seems to have watery eyes. This may be due to low humidity instead so I am going to have to increase the misting in the tank. She has a large water dish to wade in as well. She seems to like the light as she is often sitting on her slate basking spot.

Ok, now this is important. When you say the softer bulbs are ok to stare at, are these uv lamps? If so, these could be the dangerous types.

You can't see UV so it doesn't hurt the instant you stare at it (it doesn't register as bright to you), but if you were to continue to stare at it close range your eyes would be burnt. Its the after effects that are painful, NOT the initial staring. Its just like getting a sunburn, it doesn't hurt at first, it hurts later. That is the danger in some UV lamps.

If the lamp is "bright" to your eyes so that it is painful to stare at directly, that is a good thing to me. We don't want the torts staring at the lights.

Of course the visual response curve of tortoises may be different than our own, which is why I like full spectrum lighting with balanced color like actual sunlight, that way I know the torts are perceiving brightness levels correctly.

IN other words, if a UV lamp looks dim, I like to pair it with a full spectrum daylight type lamp.
