I can some tell me how often should I clean the dirt out

how large is the enclosure, and do you spot clean? i'd say 6 months to 1 year generally without knowing specifics

Depends on size and species. I spot clean and deep clean new substrates and clean hides, rocks and stones 6 to 8 weeks. I use anti salmonella cleaning spay on everything. Tell us more and then we can advise. Water bowls and food slates daily plus extra if required.

I never clean them out until I am moving a new tortoise or new species into that enclosure. I spot clean daily, and if the tortoise is small enough to be living inside, it gets soaked daily and since the poop and pee in the soak water, the substrate in the enclosure stays clean.
