Dry shell with white spots and flaking???

I've recently noticed my russian tortoise's shell seems really dry / a little flaky and he has a couple of white spots. I was wondering if this is fungus or shell rot? And is there anything I can do to help his shell? I've had him for almost two years now and haven't noticed these things before.

We really recommend regular warm shallow sparks I. A high sided container for around 30 minutes. This helps hydration and also check diet has calcium and fresh leaves. You can also wipe coconut oil onto the shelf to help moisturise the scutes.

Would you mind sharing some information on how you’re keeping him?

What are your temperatures like? Ie basking spot(directly under the bulb) overall day and night temps?
What kind of lighting&heating are you using specifically? Packaging pics are good if you have any!
Do you use indoor uv? If so what kind are you using?
How’s your humidity reading? What do you use for substrate?
Do you do weekly soaks?
How’s his diet?

Any answers to those would be great along with a photo of your full set up
