Ever since my RES tank cycled the good bacteria has taken over my tank. The plants, basking dock, filter, and everything else has become covered with it. My filter has become clogged because of it and btw the bacteria looks like a clear slime. If some one can help me to get out the excess ill really apprecite it.

That is not the "good" bacteria. Nitrosonomas and nitrobacter do not do that.
I would suggest that you clean out the entire tank and filter...I would let the filter set out in the sun for a couple of hours after you wash it out and clean it....take apart all that you can and set it out in the sun to bake and dry out....
