What is this

This has been growing all over my tank and i cant get rid of it. Thats the filter cartige the rest of the tank is covered by it but its clear. Can some one please tell me what it is and how to get rid of it?

How many days does it take from a total water change and tank cleaning until it shows up?
Do you have males or females?

No it doesnt sit by sunlight. It takes like 2.5 to 4 weeks to show up. Idk its still a baby
