Of those two, I would get the Curacyn drops.
The best drops would be Neo-Poly-Dex Veterinary Ophthalmic Drops but they are only available from a vet or with a vet's prescription. If you already have a good relationship with a vet, he/she might sell you those drops without requiring a vet visit for your tortoise, but that would be somewhat unusual.
