I have two baby red and yellow foot tortoises. One looks just fine and the others eyes look like they are closed shut and barely open.

Well I already put him in some water and they went back to normal.

I think he is the one that usually stays in the hide the most.

What kind of lighting are you using? If it's the coil type bulbs, that is probably your problem, as they cause them.

My heat lamo is infrared due to the fact that I got it on christmas day because all the stores were closed and my heat lamo went out.

Mr wellingron you are right the infrared is spring. What is a good bulb for heat and sun?

Hahaha, I don't know who Mr Wellington is:D.
But I would use a Florescent for UVB and a CHE (ceramic heat emitter) for heat.

Please be aware that a pair of tortoise can be a hard thing to support...it is natural for a pair to have a dominant and a submissive...the submissive tort will never do as well as the dominant...bullying is a real issue and is almost certain at some point with a pair of torts....bullying is not something that is outright visual..but alot of mental bullying can and does go on....one will usually be the outgoing while the other will not be...just felt compelled to mention this.

Thanks scott for the advice, I have noticed some things where one gets on top of the feeding area and before I bought another log for them one would get on top of other before when I only had the first log alone.

You see, a pair is not something that naturally occurs...what usually ends up happening is one tort will prevail while the other ails....if the situation continues you may see one tort on top of the food, claiming it---you will see one climb onto the other, dominating---you will also notice that one is the "outgoing" one while the other is so "shy", this can lead to a tort not basking as they would if alone, not eating as they would if alone, exercising as they should (one usually will be less active and more hidey) they become less normal...and if left undelt with, one can pass....

Since you are there, you are the best judge of deciding if this is what is going on....try to do this without imposing our human emotions on the animal--they don't do as we do for the reasons we do....a tort wants the best basking, eating, drinking, activity--they don't share to be nice...they see another as competition not usually companion....remember, don't use human emotion :D...

If you set up two separate enclosures with all the needed lights/heat/substrate and such and let them each have their own world...you will likely see a change...sometimes it may take a few months for the weaker/shy/timid tort to begin to act interested and show his personality....
