heating pad

I put a heating pad in my sulcata's tank for these winter seasons. Its always raining out so he doesn't get to go outside much at all. under the heating pad it is 100 degrees Fahrenheit. He sleeps alll day and only comes out to eat and goes right back in. How do you guys feel about this?

Does he have room to move off the heat pad, but still be inside the hide? That seems too high for always having to be under it.

You may be killing him without realizing it. Tortoises don't know what's best for them, so he'll sit on the heating pad, but it could be dehydrating him, and that could kill him if gone undetected.

I have another problem with the heating pad. Is there any water near the pad? Heating pads and water don't mix. I'd be careful with that unless it's waterproof.
