Uploaded new pics. Is the bloody tinge under the skin normal or from strain. Would you mind taking a look. Im very worried. I managed to push it back in and it stayed in but it looked like it was going to bleed. Lots of dark blood veins. The swelling in tail was a large poop he was struggling to expel. I could feel the lump in his tail. If, after allowing him to sit in warm water for at least a half hour, it still doesn't go in, take two fingers and press it back into the tail gently. Don't press with the tips of your fingers, but rather, with the finger pads or bottoms of your fingers. It looks like there's quite a bit of swelling inside the tail.

Thanks guys. Im relieved i got it back in ill admit but combined with his other problems im wondering about another vet visit.im soaking twice a day for about 20 mins each time. It's going to be fine.
Now you need to get that tortoise hydrated. The poop shouldn't be that hard or large. Buy some cactus or aloe vera plant, or cucumber and feed him a large portion daily until you start to see a more soft (or even runny) poop. Then you can go back to a regular diet of weeds and grasses. But soak him daily to keep him hydrated.
Thanks for the reassuranceI agree with Yvonne. Your tortoise will be fine.
Hi wellington. Thanks for reply. He is currently being syringe fed with critical care on vets instructions and has been for 10 days. He is also picking at some dandelion and lambs lettuce these days. I have anotger thread from a couple days ago with his other complaints. Its called Sick Russian Tort if you can have a lookWhat does his diet consist of and what other problem does he have that you feel you need to take him back to the vets?
I would guess the blood was caused by the irritation of a large hard poop and the straining to push it out.
If it were me, I would give him what Yvonne suggested, keep soaking several times a day for 30-60 minutes each time, keep water warm and see how things go.
