my smallest RES was drowning. i got him back to conciousness but i need to get the rest of the water from his nose. i have a small piece of toilet paper keeping his mouth open, but i need his nose clean. also got him under the UV lamp

Take him to the vet!

Support his head, then holding him upside down, swing him so that centrifical force makes the water come out. You support him and hold him over your head, then swing him down sharply. After you've done this a couple times, you can then lay him down at an angle with his head lower than his body.
