Help I.D plant please.

I have been trying to I.D this plant and have had no success. Does anybody recognise it at all. Others mentioned I should tag: @Iochroma thank you all.

Possibly Osteospermum - if so it will have a daisy-like flower.

Thank you. I will have to wait for it to flower. Here is a clearer picture. The last pic is a smaller one I pulled out when clearing the dead lavendar.

Another pic. You can see fur on the new leaves coming out. But it seems to disappear as the leaf grows.
