Craigslist is your friend . Look up free stuff you can turn into a enclosure . We have a free stuff section here on TFO also . But for one tortoise its cheap . For two fifty plus pounds sulcatas, one ten pound sulcata, five red foots, two leopard tortoises, and four turtles not so cheap. I would get a box turtle to start of cheap with . They sleep the winter away saving you cash on heating . In the summer outdoor enclosure . You can adopt a box turtles for free . And all you need is 4 -8 foot 2 by 12 screwed together to make a enclosure . Then use wire and 2/4 to make a top .
Box turtles are definitely a good option also. I have a box turtle and a Russian tortoise and they are both great. I don't hibernate neither one of them but you can.

Along with things like Craig's list/Freecycle, you might just check around your neighborhood (especially on trash day) folks throw away an amazing selection of things. Go with plant water saucers for the food and water dishes, not the expensive ones the pet stores sell. Usually bedding can be found cheaper at a local chain hardware type store (just be sure first it is the correct type and has no added chemicals). Growing your own food helps, too. Once more check your neighborhood and ask them for starts of their plants.

The housing doesn't need to be expensive. Remember to save some money in case you have to go to the vet unexpectedly. Good luck!
