Hibernating help

My Russian tortise was set up to hibernate in the fridge on Saturday he is still scratching around in there it's a 5 degrees is this normal.
I know it was late hibernation but he was still so active and never been hibernated before and he's 8 we only got him this year.

We have put tortise subtrate in the bottom of the container but only a inch.
He is only small
Any help appreciated
