How Big Is 'Full Grown'?

Someone I know has three female Radiata that weigh sixteen, fourteen and thirteen pounds. They were wondering if the tortoises are now full grown, and of breeding size? Anyone know?

Generally it would depend moreso on the age and SCL. Generally you look for at least 10 years old and 12" or 13" SCL before they can produce eggs. Radiata, from what I've seen and heard, max out around 17" SCL and 40 pounds.
