How big should my tortoise be?

I have a baby sulcata. We bought her in May along with one for our daughter We have the same cages and feed T- Rex pellets along with lots of greens. Our daughters is now twice the size of ours. Don't k ow what we could be doing wrong.

welcome to the forum! if you post some enclosure pics i can tell you if everything is right. whats the cat temps and humidity levels? how often do you soak it? most of the baby sulcatas diet should be nontoxic weeds and fresh grasses.
