How big are your Russians before you let them out alone at night?

Depends on where you are and how they are housed. One could argue that a 6-7" tortoise is always at risk from coyotes, raccoons, dogs, large hawks, etc.

If your enclosure has a lid, it will be safer. If you live in the middle of the city and there aren't too many wild animals around, this might be less of a concern. If you have a night box and you lock them up at night, you'll be taking less of a risk too.

Hard to say really, those raccoons come out when your asleep and they are pretty tricky. The best thing to do is make sure they are locked up at night in a sturdy enclosure
