Should i keep him burrowed if i want to soak him? Or should i take him out and soak him?

Dig him up and soak him, but think about why he is burrowed in and hiding from life. Make adjustments to temperature, lighting and hiding areas to suit the tortoise's needs.

The top of the substrate is drying so fast, why is it like that? And how can i make it wet again?
