Ask for fir bark at your local garden center. Not a big box hardware store or a chain garden center, but a local shop. They might also sell it as orchid bark for people who grow orchids. You want fine grade. I use this one for $10 a bag:

How often do you have to change the substrate for an indoor enclosure?

Never. They poop in the soaking water and I keep the leftover food picked up. No reason to change it out really. I change it whenever I move the old tortoises out and new tortoises into that enclosure.
