So it is bound to be not perfectly round even after some years?That part of the shell is finished growing. It is set to look like it does. Good diet, sunshine, calcium, hydration, etc. all these things help to form how the new growth comes in.
That tortoise is gorgeous. I would not try to change anything.
There is some genetic variation in shell shape and color even among clutch mates.
There is nothing wrong with the shell of the tortoise in your pic.
Do you see that some sides of the shell look concave, instead of convex? Do you mean there is nothing I can do?
