I need to start misting my tortoises' enclosure because it is dry but should I do it in the morning and night or just morning when his basking light comes on?

I mist mine three times per day and hit him with the spray bottle when he's awake. I also do daily soaks. It's unreal how fast all that water evaporates and mine is in an aquarium that is 3/4 covered.

I'm new at this but I mist mine first thing in the morning when I'm changing water and putting on the light, right after work with the next water change, then right before bed.

I agree.
Misting the enclosure is futile.
The enclosure will keep it's own humidity up with moistened substrate and a partially closed top.
Closed chamber is the way to go.
