humidity problems

I have a baby Herman's and I have been spraying every time I can but the humidity level for the encloser usually stays at 43% and the highest is 60 when I spray it. I spray it in the morning and at night. when I soak him in the morning and afternoon.
this is the enlocosur I have a towel on the dark side to.

You have to close it in and insulate it. Pink Foam Board, large serated knife, and gorrila glue (or a caulk gun and liquid nails) and you can make sides and even add a top to hold in the heat and humidity. You will never do that with an open top

That might be ok . I'm not all that familiar with humidity requirements for baby Hetmanni. What does Chris say about it in his care sheet (can be found pinned at top of Hermanns section)?

Your baby would benefit form humidity a little higher than that. Somewhere in the 50-70% range is good. As you've seen, spraying the substrate doesn't do much. You need to cover most of the top. This will have the added benefit of holding in more heat, which will make for better living conditions and also save some money on the electric bill when you switch to lower wattage bulbs and your thermostat keeps the ambient heat off more of the time.
