Where are you?

Here are some care sheets for other members of this genus that should help you and answer all your questions.

Soak in shallow warm water in a tall sided opaque tub for about 20 minutes a day. I would do this every day for the first few months or so, and then taper off to a couple times a week as they tortoise gets bigger.

Not really. The baby Graeca also need a humid environment. And your baby is VERY dry. That's not healthy.

Greeks, russians, and hermani all need similar care. Spur thighs (Testudo gracia) do NOT need it dry. They need moderate humidity, just like the other species care sheets I linked to you. If anything, a baby greek should need more humidity than a baby russian.

Follow those care sheets and this baby should live and thrive.

The only thing that's for sure here is that the animal is a Greek tortoise (Testudo graeca ssp.). You'll need to wet the tortoise down and show us better photos. Babies belonging to the T. graeca species group are nearly impossible to differentiate except for a small few.

Hello satgo and welcome to Tortoise forum to you and your baby tortoise.
To answer your questions:
1. He is a greek spur-thighed of some variety. If he is native to Iran it is probably Testudo graeca ibera or maybe the rare Testudo graeca zarudnyi.
2. Coco coir or orchid bark for me.
3. Solitary. They don't have friends, are territorial, selfish and may fight.
4. Broad leaved greens and weeds. See the care sheets in the Mediterranean tortoise section under Greek tortoises.
5. Keep it humid, make sure it has access to water, a terracotta saucer sunk into the substrate is best. Soak daily for 20 minutes or so. Just ordinary water, a little warm, but not cold or hot.
6. Yes Coco coir substrate is fine.
Good luck.
