Is he okay?

I’m probably just anxious but the way he was moving around with his head on the ground seems a little off… I just want to make sure he’s okay and if that’s normal :) I think he was just stretching though because he was only like that for like 2 seconds

Looks OK from what I can see. It was probably just stretching as you said.

If you're worried, soak him more often and maybe a bit longer time-wise. Mine is a Red Foot and I soak her every other day (... RF are more "wet" tortoises than yours is, but its still good for them to soak). It keeps them hydrated and they usually get a lot of exercise acting like they want to get out. But the point is its good for a tort to soak and might perk him up a bit.
