Is his shell normal?

This is Franklin the Russian tortoise. He is the first I've had and I want to make sure he is healthy. He has what looks like widening between his scutes and I was just wondering if this was a sign of growth or something else? I would appreciate any help!

Yep. That's new growth. Is he getting lots of sun and exercise?

Yep his home is by a window and he has his heat and UV lamp, (but he has cool places to hide). And he has rocks to climb on and I let him out a bunch.

If the sun comes in the window, it can cause the enclosure to get too hot.

Your tort always needs to be able to retreat to a cool spot to regulate internal temperatures.

Never had Russians, but from what I've seen so far, it always seems that the new growth is just weird, like a band around the carapace between the costals/vertebrals and marginals. In some extreme cases, the costals/vertebrals are just like a tiny island surrounded by a sea of new growth.
