Is my tortoise shell growing or prymid

So I'm trying to tell if my tortoise shell is growing starting to prymid. The temperature in his enclosure is 100 at the hit end and about 78 on the low I'd. Humidity usually goes between 35-40%. I feed a variance of dandelions, cactus, Timothy hay, dried hibiscus, wheat grass and mazuri pellets. Substrate is repti bark. I also spray the enclosure once a day

Your tortoise is too old and near fully grown to start pyramiding now. Your humidity is a little low, but an adult Russian can tolerate that. Spraying the surface does very little. Dump water into the substrate to keep things properly dampened and increase humidity a bit.

Russians are not grass eaters. Hay is really not a good food for them and Timothy hay would be the least favored choice if you wanted to use hay due to its stemmy-ness. I don't use Timothy even for my large sulcatas and SA leopards which are both hay burners. The wheat grass won't hurt anything, but Russians are broadleaf weed eaters. Grass is an okay way to add fiber to grocery store greens if you must use them, but weeds, leaves and flowers of the right types are the best diet for them. Look for grapevine leaves and mulberry leaves when spring finally rolls around. You'll get some good weeds there in spring time too.

Ok cool thank , I'll get ride of the hay, he doesn't really eat that much any way and I only gave it to him once a week

See the lighter color between the scutes and around the bottom? That is new growth and it is a good sign. Your tortoise is past the point where you have to worry about pyramiding.
