Is this shell rot?

Hello! I recently acquired a redfoot tortoise. She is doing very well, however I have noticed these spots on her. Not sure if it's new uneven growth or?

It does not rinse or wash off.

That seems normal but I'm not an expert on redfoots, let's see what someone more experienced has to say.

It's not a fungal issue.
And certainly not shell rot.
