Is this shell rot?

Hi. After all that bad and good news on general tort discussion I have one more thing to ask. Is this shell rot? It is the thing at the very front of his shell near his neck. On the left side.

No, I don't think it looks like it. I read you have marginated tortoises (had to go a and check) and that is just coloring on the shell of the type of tort you have.
