Is this suitable for torts?

Just looking at indoor enclosures and wondered what people thought about this being suitable (see pic)
My 5 year old Hermanns is around 15cm.
It's only for short term but once it's all kitted out do you think he could live happily in here?

Tortoises climb. They can fall. A habitat should have smooth walls for safety. As is, this wont hold a sufficient depth of substrate, so you'd have to build walls for that. Once you retrofit this with inner walls that he can't climb or see out of, you might as well have built your own.
