Large growth spots?

Does anyone know what these weird growth spots are on the left side of my little guy? He’s a Sulcata tortoise with a really healthy shell, no pyramiding or anything.

How much time does it spend outside?
How is it housed? Indoors or out?
How are you heating it?

Spends 1-2 hours a day outside, indoor enclosure has a UVB bulb. I have a separate halogen heating lamp.
Halogens shouldn't be used. That may be the problem.

Also, have you tested the temperature under the bulb at tortoise height lately? Put a brick or a block of wood approximately the same height as your tortoise under the heat lamp and let it bake for an hour or more. Use a temp gun to check it, AND also stick a digital thermometer under the bulb, but on top of the rock, and let that bake for an hour. This will tell you how hot the tortoise's carapace is getting under your bulb at its current size. It should be around 95-100.
