Leg scales

Do leg scales shed? I've noticed a few spots on Max's legs where this appears to have happened. There is no wound or redness, and fresh growth is coming in. Is this normal? He is alone, no injuries that I'm aware of, and his substrate is coco coir/ orchid bark.

Generally tortoise do not randomly lose leg scales....they can have this happen and end up healing...but their scales generally do not shed as the skin lets say around the neck and such...
