I have to use one, my set-up dips to below 70 without one, with it it stays steady at 80 at night.

No, night time heat doesn't depend upon having an infra-red light. If you can keep the temp where it needs to be with something else, that's fine. Some people use CHE (ceramic heat emitter), some use black light bulbs, some people keep the ambient temp in the room up instead of heating the habitat. Whatever works for you.
