Loose Coconut fiber

hey guys I just put in lose coconut fiber and Ted is kinda like sinking into it as he walks and I want to know if that normal or not??

It's normal if you don't pack it down. Just tamp it down lightly with your hand. The tortoise will pack it down over time too.

Is it too dry? If it's dry it will be too fluffy. I like to mix it with other substrate.
