I measured Tiny he is 6 1/4 " I tried to weigh him but my bathroom scale will not pick up a small weight. Does the measurement sound about right for a 1-1 1/2 year old? and does anyone know approx how much he should weigh?

You should use a kitchen scale. Walmart has them. How did you measure him?
I put the tape measure on the floor against the wall then sat Tiny on top of it with his head against the wall (head was inside the shell) took the measurement from front to back ( I did what one of the threads on here said to do)

If you don't have a kitchen scale, just weigh yourself with and without him, then figure out the difference :D
