Depends on a few factors. What kind of UV bulb are you using? What distance is it mounted above the tortoise? What species and size tortoise?

The uvb light is a 14 inch T5 HO that is laid across a mesh screen.

It’s a little over 12 inches above the tortoise. It’s a 4 month old hermann’s tortoise.

There are many types of T5HO bulbs on the market and they tend to make strong UV. Which type do you have?

The only way to know the answer to your original question is to put a meter under the bulbs.

It might be too much. Be sure your tortoise has several options for cover so it can escape the strong UV rays.
